Mémorial stating the grievances and defending the revolt of the colonists and the expulsion of the Spanish governor, Ulloa.
At page 17, lines 3-4, occurs the phrase " ... politique ... nous forçant par sa tirannie à redouter tout gouvernement espagnol". A manuscript foot-note on the same page referring to this passage states "Este impreso salio a luz en 23 a Novre de 1768, y el 25o serecogio para corregir las clausulas: [politique] espagnolle, douce et insinuante dans le principe, et tirannique seulement lorsque le joug est imposé, y en lugar de estas se pusieron las que parecen lig. 3 y 4 rayadas."
300 copies containing the passage considered offensive to the Spanish government were suppressed by order of Aubry, the French military governor (Commandant). Later, Oct. 26, 1769 all copies that could be found were destroyed by the Spanish authorities.
In another manuscript note, at end, Garic, greffier en chef to the Conseil supérieur, certifies "6. 8bra. 1769", that the original of the Mémoire bore the "Permis d'imprimer à la Nouvelle Orléans, le 15 novembre 1768" in the hand and with the signature of Foucault, the Ordonnateur.
Ulloa believed Lafrénière, the procureur général, to be the author of the Mémoire; according to Aubry and the acts of the trial (1769)--Pierre Caresse furnished the material to Julien Jérôme Doucet who composed the Mémoire, which derives much from Lafrénière's arguments before the Council in favor of the expulsion of Ulloa.

L.C. has a copy of an octavo edition of the Mémoire to which is subjoined the council's decree of expulsion of Ulloa, and which contains the censored passage in the original form.
