"The Italian Constitutional Court is a political institution that at times is motivated solely by a quest for good law, but sometimes acts as though its intention is to make good policy. To explain the shifts of course between the two objectives, the book relies on the new institutionalist model and explores the Court's institutional roles and structural features. The Clean Hands investigations, which led to the collapse of the old regime, enhanced the Court's independence and enabled it to act more decisively in defining the rules governing executive legislative relations, but at the same time made it more open to public demands for referendums to reform the system."--Jacket.
