Summary
March 8, 1862 Report of the select Senate committee regarding exemptions allowed by the governor for workers in King William County under a July 1, 1861 ordinance which called for the enrollment and employment of free Negroes in the public service. The committee indicated that the governor "interfered" by claiming that these men were Indians, not subject to this act. The committee disagreed and allowed the draft per King County's determination.
