Summary
January 29, 1863 Communication of Governor Letcher to the General Assembly, transmitting a copy of the governor's letter to President Lincoln informing him that the ratification of the United States Constitution was repealed by the legislature and addressing the treatment of prisoners of war by the United States government. Of note, the governor indicated that Lincoln sent no response.
