Summary
February 18, 1867 response from Virginia Governor Peirpoint to a joint resolution to ascertain the terms the railroad stocks and bonds held by the state if exchanged for the bonds of the state. After consultation with New York bondholders, the governor presented a charter for a new railroad company which could accomplish this exchange, pending state legislative action.
