Summary
1863 Majority and minority reports of the Committee of Privileges and Elections regarding the election of House delegate David Chalmers from Halifax County. After dealing with a notice issue, the majority report determined that certain votes by members of the military should have been considered and gave leave for both sides to contest these votes. Several other issues were also considered and disposed. The minority report disagreed with allowing the sitting member to contest votes, as the time period had elapsed and would declare the challenger as the winner.
