Note
John W. Harris, O.C. Hartley, and James Willie were appointed commissioners, in 1854, to prepare a code. Their draft of the Penal code was adopted with very material amendments. The Penal code was approved Aug. 28, 1856, and became effective Feb. 1, 1857.
