Summary
1854 Memorial by the Stockholders of the Cape Fear & Deep River Navigation Company, requesting that the General Assembly authorize an additional $300,000 expenditure to complete the Deep River construction. As a method of persuasion, the stockholders compared this work to that of the very expensive Lehigh, Pennsylvania project, demonstrating the great value and much less expenditure of their request.
