Letter of transmittal from Virginia Governor Randolph to the Speaker of the Virginia House of Delegates, and communications from the Kentucky commissioners regarding the Kentucky and Virginia compact. Includes resolutions from the Kentucky legislature regarding the Supreme Court decision, Green v. Biddle, with title, "Kentucky resolutions, concerning the Occupying Claimants' Law; and the decision of the Supreme Court of the United States, thereon." The communication from the commissioners is signed by H. Clay and Geo: M. Bibb.

"That it appears to your committee, that at the last term of the supreme court of the United States in the case of John Green plaintiff, against Richard Biddle, defendant, an opinion was pronounced by the said court, in which the acts of this commonwealth, passed on the twenty-seventh day of February, one thousand seven hundred and ninety-seven, and of the thirty-first day of January, one thousand eight hundred and twelve, concerning occupying claimants of land, are declared to be unconstitutional and void, upon the ground, that the said acts are violations of the seventh article of the compact between this state and the state of Virginia; that compact being a part of the constitution of Kentucky."--Page 3 (Kentucky resolutions)
