Summary
Communication from the governor of Georgia, transmitting, "An act to prevent and punish the planting and cultivating, in the state of Georgia, over a certain quantity of land in cotton, during the war with the abolitionists." Joseph Brown, governor of Georgia, indicates, "our success in the great strife in which we are engaged, is more dependent upon the ability of our people to supply themselves, and the army, with provisions, than upon any other earthly cause. The high price which cotton now commands ... cause a diminution in the supply of provisions." Governor Brown appeals to other states to follow suit.

A letter of transmittal from North Carolina Governor Z.B. Vance is addressed to the General Assembly of North-Carolina, and is dated Jan. 26, 1863. A letter of transmittal from Georgia Governor Joseph E. Brown is addressed to the Governor of North-Carolina, and is dated Dec. 20, 1862.
