Summary
North Carolina executive document which is a transmission to North Carolina of the proposed 14th Amendment. It was sent to the governor of North Carolina by U.S. Secretary of State, William Seward. The proposal is entitled, "Joint resolution proposing an amendment to the Constitution of the United States," and is signed by Schuyler Colfax, Speaker of the House of Delegates, and La Fayette S. Foster, President of the Senate pro tempore.
