"That in all civil actions hereafter to be entered in any Court of Common Pleas of this Commonwealth, wherein the debt or damage claimed shall not exceed fifty dollars; on the request of both plaintiff and defendant, it shall be the official duty of the Court to hear and determine the cause without the intervention of a jury."
