Summary
Report of the Finance Committee to the House of Representatives which included financial conditions of the state over various years. The report includes tabular statements showing receipts and expenditures of several funds (general, Current School Fund, Road and Levee Fund, Internal Improvement Fund, Internal Improvement Tax Fund, Levee and Drainage Fund, Redemption of State Debt Fund, Free School Accumulating Fund, Free School Funds, Seminary Fund), payments made by the State Treasurer for 1860 from the different funds, the amount of taxable property from 1850 to 1860, debts and liabilities for 1840-1860, amounts of interest for 1861, statement of the public debt (liabilities of the state for property banks, liabilities in bonds, approximate appropriations for 1850 to 1860, and additional information on various funds. The narrative report concludes that with good management, the "State will have ample means provided for the payment of liabilities as they mature, and will be in a condition also to materially reduce the present rate of taxation." The report is signed by H. Phillips, Chairman of the Finance Committee, March 11th, 1861.
