"Your committee have therefore prepared a bill entitled "a bill to organize certain townships therein named," which provides for the organization of two townships in Emmet and one in Cheboygan county, which they recommend to the favorable action of this House, with the distinct understanding that the population of those townships is almost exclusively Indian, and that the control and conducting of the township government will be in their hands."--Page 2.
