Request from a group of persons "who are either now, or who have been formally, practically engaged in the business of Education." They discuss the funding and establishment of schools in the state with fully endowed university and normal schools, plus funding for agricultural education. They advocate for the use of proceeds from the sale of swamp lands for education, with the provision for the education for women. The report is addressed to the Senate and House of Representatives.
