Included is a proposed act entitled, "An act, to provide for the establishment of the Massachusetts Literary Fund." The proposed fund would be used to endow a school for the education of teachers and to aid common schools. The report is signed, "In behalf of the Committee," by W.B. Calhoun.

Dutton and Wentworth were printers to the state in 1828.
