"The committee on Banks and Incorporations to which was referred a bill to provide for the construction of a Railroad to Lake Superior, has had the same under consideration, and come to the conclusion that the said bill ought not to become a law. It proposes to the Legislature of this State to recognize the legislation of another State, to an extent to which your committee cannot yield its assent. It specifies no termini for said road, and no route, defines no direction, and if it has any termini or route prescribed, these must be sought for in the legislative enactments of Wisconsin...."
