Summary
Memorial from Harry P. Tappan, President of the University of Michigan, to the Michigan Senate and House of Representatives, and dated January 24, 1853. Tappan describes a course of study designed after he became president that would lead to a bachelors of science degree. He also notes the importance of agricultural education and proposes that a agricultural school be located at the University of Michigan. Other topics discussed are a course of study in astronomy (with the need for an observatory), the need to improve the library and to have museums, and the importance of a free University. Tappan concludes noting the importance of financial support from the state. "Immediate aid can only be given in the shape of money to pay off the floating debt, and by an annual grant sufficient to enable it to carry out its design, discharge its functions, and accomplish its proper destiny." (Page 5).
