"At the time my last annual report was made, (Dec. 1st, 1862,) the negotiation of the loan authorized by 'an act to provide means for the redemption of the bonds of the State, maturing January 1st, 1863,' approved March 11th, 1861, was then incomplete. Having since been successfully closed, I beg herewith to submit a full report of the negotiation and sale."--Page 1.
