"It is our duty to sustain liberally all of inhumane institutions, and more especially the Asylum for the Insane. It is a State institution. It belongs to the people. As legislators we should watch and guard this Asylum and its inmates, as a father cares for his home and family. ... An appropriation to sustain it is an appropriation to Almighty God."--Page 4.
