"In Senate, April 6, 1838. The joint special committee, to whom was referred the memorial of Oliver B. Morris and 629 others, legal voters of the town of Springfield, requesting the Legislature to 'protest against the resolution of Congress of Dec. 21, 1837,' and to whom were also committed many other petitions of the same tenor, subscribed in all by 24,086 citizens of this Commonwealth, of whom 12,605 are legal voters, 11,412 women, and 69 minors, have attended to the duty assigned them, and beg leave to report. The Legislature of this Commonwealth, at its last session, thought itself called upon to remonstrate against the resolution of the House of Representatives of the United States of January, 1837. By that resolution it was ordered, substantially, that all petitions, memorials, &c., relating to slavery, should be laid upon the table, without printing, or reference, or any action whatever, and this was deemed by that Legislature, an unauthorized and dangerous assumption of power.
