"The evidence before the committee is of such a character, that they believe the public convenience will be greatly promoted by continuing and maintaining as public highways, both the avenues between Boston and Charlestown, and it is manifest that the Proprietors of Charles River Bridge cannot maintain their bridge as a toll-bridge, while Warren Bridge remains free. For the purpose of finally securing the two avenues to the public, and as a mode of relief to the Proprietors of Charles River Bridge, the committee propose that there should be paid to the said proprietors, the sum of thirty thousand dollars out of the funds in the treasury arising from the tolls collected at Warren Bridge, upon receiving from them a transfer and assignment of said Bridge and its appurtenances, and their whole franchise."--Page 5.
