Summary
Report of a Massachusetts special joint committee responding to a petition of Josiah Newhall and others. The petitioners think the toleration of the alcohol trade conferred a monopoly, and a grantee of a monopoly should be responsible for the expenses created by the abuse of alcohol. The Committee indicated that this is a novel, but untenable, argument. Several laws have attempted to legislate moral behavior without much success. The general public ought to decide. The Committee did not discern any general interest in trying to eradicate the liquor trade.
