"As it is wholly impracticable to make a distinction between foreigners of the same country, with reference to the object contemplated in said resolves, on account of their intellectual and moral endowments, and as it is admitted, by inference, in the very phraseology of the first resolution, that all free colored foreigners do not possess the qualifications necessary in a citizen, it would seem inexpedient to modify the existing naturalization laws, so as to transcend the limits already prescribed."--Page 3.
