The Committee to whom was referred the petition of Charles I. Torrey and others, and also the petition of Stephen Thayer and others, also the petition of John Dickinson and others, on the subject of the disabilities of the free people of color, ask leave to submit the following report, in part, with the accompanying bill in relation to one of the topics contained in said petitions.

"The petitions referred to your committee ask for the repeal of those portions of the Revised Statutes, which forbid the marriage of white persons with negroes, mulattoes and indians, and which inflict the disgrace and disabilities of illegitimate birth upon the children of such marriages. Before proceeding to argue the questions involved in the repeal of the laws in question, your committee would invite attention to two points, viz., the history and the present state of the law."--Page [1].
