Report of a joint committee of the Maine Legislature, signed at end by Timothy Copp, and bill entitled "An act to authorize the business of banking." The bill covers the printing of circulating notes, public stock transferred to the state by persons or associations formed for banking in exchange for the circulating notes, additional information about the registration and use of the bills or notes by banking institutions, and information related to shareholders, banking returns, and bankers. As noted in the report the Maine banking system was found deficient and "the bill herewith reported, is intended to embrace all the safeĀ guards and securities, which have been found to work well in practice in New York and elsewhere, with only a few alterations, believed to be called for by the peculiar condition of things in Maine." (Page 3).
