Includes a letter of transmittal from P.E. Thomas, President, Balt. and Ohio Rail Road Com'y, to the Committee on Internal Improvements, House of Delegates, Annapolis. The letter indicates that the report is in compliance with a request of the House of Delegates which required "the committee on Internal Improvements, to enquire into, and report the relative expense, benefits and facilities of constructing rail roads and canals, with a view ascertaining to which of those means the funds of the state can be most beneficially applied." (Page [3]). The report is signed at end by Jonathan Knight, Chief Engineer.
