"The Committee appointed to inquire into the cause of the decrease of revenue from indirect taxes in the city and county of Baltimore, and whether such decrease is to be attributed to misconduct on the part of the Clerks of the several Courts and Registers of Wills of Baltimore city and county, respectfully report. ... The diminution in the item of 'Tax on Plaintiffs,' is explained by the fact that by operation of the new constitution, the amount of tax is reduced from $2.00 to 50 cents. The diminution in the amount of tax on trustees and receivers is occasioned by the fact that the Court of Common Pleas has been but recently established, and the amount of revenue actually accruing under this head, has not yet been received by the Clerk."--Page [3], 4.
