"In the Senate of the State of Louisiana, February 21st, 1860. Mr. Lott, from the Committee on Commerce, Manufactures and Agriculture, to whom was referred Senate 'Joint resolutions to appoint commissioners to confer with other commissioners of slaveholding states, in relation to commercial non-intercourse with the northern states.'" (Page [3]). The report is signed by H.R. Lott, on behalf of the Committee on Commerce and Manufactures.
