"Resolved, That the Executive Department of the General Government ought to be subjected to just restraints, and brought back to its constitutional limits; that economy, retrenchment, and reduction in the expenditure of the public treasure should be enforced; and that every consideration of safety, of interest, and pride of national character, demands a thorough reform in the administration of the General Government."--Page 5.
