Summary
1841 report of a committee regarding the petition of Hiram Bass and others which requested that the legislature pass a law allowing a right to trial by jury when incarceration is possible. The members granted leave for the petitioners to submit a bill supporting that position. Of note, this bill focused on the rights of fugitives, including fugitive slaves.
