Describes briefly origin and legal bases of the Commission; summarizes Commission activities; reproduces in full reports on petitions and cases brought before the Commission, as well as selected special studies or reports. Contents and arrangement changed significantly over the years. From 1988/1989 to 1996 individual cases brought before the Commission are not listed in the table of contents but a listing with page references can be found at the beginning of the chapter which reproduces the reports on the cases (for earlier years it may be necessary to peruse the whole chapter in order to locate a particular case report). The title of this chapter varies: "Observations the Commission deems appropriate in connection with the communications that it has received" (1977-1980/1981); "Resolutions on individual cases" or "Resolutions" (1981/1982-1989/1990); "Reports on individual cases" (1990/1991-1996); "Petitions and cases before the Inter-American Commission on Human Rights" (1997- ). From 1997 onwards, individual case reports are listed in the table of contents by report number, name of complainant, case number and the country concerned. From 1990/1991 onwards, annexes are included providing detailed information on the current state of Inter-American human rights treaties and reproducing texts of declarations and reservations thereto. From 1992/1993- , the annexes also include press releases. Beginning with Annual Report 1998, published in three volumes; vol. 3 contains the Report of the Office of the Special Rapporteur for Freedom of Expression.
