The first, made by the Department (now Bureau) of labor under the direction of Carroll D. Wright, covered the period of 1867 to 1886. The second, made by the Bureau of the census, in accordance with a joint resolution approved February 9, 1905, was conducted under the supervision of William C. Hunt, chief statistician for population, and covered the period 1887 to 1906.
