Legal scholars in Kazakhstan, Britain, and Russia contribute to the output of a research project conducted jointly by the University of Westminster in London and the Adilet Higher Law School in Almaty. They examine Kazakh laws that influence whether foreigners will or will not be inclined to invest in the Central Asian country's substantial hydrocarbon potential. The fundamental question is whether Kazakhstan's legal system has matured during the process of transition from command to market economy to the point that it is able to cope with the demands of sophisticated foreign investors and to achieve a balance with the demands of the newly-independent population.
