"By an act of the General Assembly, passed May session, 1849, it is made the duty of the Superintendent of Common Schools, 'to hold at one convenient place in each county of the state ... annually, schools or conventions of teachers for the purpose of instructing in the best modes of governing and teaching our common schools'"--Page 1 (1850 report). 1850 report signed on page 3: "Henry Barnard, Superintendent of Common Schools. The Reports of the proceedings of the several Institutes, will be published in matter and form as they are received at this office."
