Summary
January 15, 1839 report by Benjamin Smith of Danville, Virginia regarding the Prussian primary school system and sent to Governor David Campbell, and subsequently transmitted to the House of Delegates on February 1st. Of note, this system requires children from 7 to 14 years of age to be educated, with few exceptions, and delinquency was subjected to fines or other penalties.
