One of the most prominent controversies has been the wearing of the headscarf by some Muslim women. Since 2004, half of Germany's 16 states have introduced laws prohibiting public school teachers (and other civil servants in several states) from wearing the headscarf at work. The eight other German states have no such restrictions. Some of the laws banning religious symbols and dress exempt Christian symbols. The bans in Germany are neither necessary nor justified. Where there are concrete concerns that a teacher's conduct breaches the duty to ensure that schools remain neutral on questions of religion and ideology, they should be addressed through ordinary disciplinary procedures, on a case-by-case basis. Teachers should be assessed on the basis of their actions, not views imputed to them by virtue of religious dress. 000078110 530__ $$aAlso available in PDF on the Human Rights Watch web site. 000078110 650_0 $$aMuslim teachers$$0(DLC)sh 85089076$$xCivil rights$$0(DLC)sh 99004998$$zGermany$$0(DLC)n 80125931$$xStates.$$0(DLC)sh2001008678 000078110 650_0 $$aHijab (Islamic clothing)$$xLaw and legislation$$0(DLC)sh2006008082$$zGermany.$$0(DLC)n 80125931 000078110 650_0 $$aFreedom of religion$$zGermany.$$0(DLC)sh2008121178 000078110 651_0 $$aGermany$$xOfficials and employees$$0(DLC)sh2008105363$$xCivil rights.$$0(DLC)sh 99004998 000078110 7102_ $$aHuman Rights Watch (Organization)$$0(DLC)n 88622031 000078110 852__ $$aCUL$$bSTA$$t1$$xCIN=brb. 000078110 85641 $$3Full text$$uhttp://www.hrw.org/en/reports/2009/02/25/discrimination-name-neutrality-0$$zAvailable via HRW web site. 000078110 902__ $$aMARCIVE20190128 000078110 907__ $$a.b6217084$$b07-24-09$$c07-15-09 000078110 909CO $$ooai:lawcat.berkeley.edu:78110$$pbibliographic 000078110 945__ $$g1$$iZ004785867$$j0$$lstack$$o-$$p$0.00$$q-$$s-$$t0$$u0$$v0$$w0$$x0$$y.i4520117$$z07-21-09 000078110 980__ $$aBIB 000078110 998__ $$astack$$b07-15-09$$cb$$d-$$e-$$feng$$gnyu$$h0
