"The Protocols to the 1949 Geneva Conventions were negotiated at a Diplomatic Conference held in Geneva, Switzerland, between 1974 and 1977. They were adopted by that Conference on 10 June 1977 and were opened for signature on 12 December 1977 ... The United States signed the Protocols on 12 December 1977, subject to three understandings. The understandings made by the United States and other understandings and declarations made by other countries are included in the pamphlet. In order for the treaties to go in effect for the United States, the Senate must first give its advice and consent to ratification. The text reprinted in this pamphlet is taken from an International Committee of the Red Cross publication on the Protocols and is printed with the permission of the International Committee of the Red Cross."--Forward.
